WHAT WOULD ELLA’S LAW DO?

The Government has failed to take adequate action to improve air quality to safe levels.

The Clean Air (Human Rights) Bill:

Establishes the right to clean air as a fundamental human right.

Follows a 'One Air' approach, which takes into account the health and environmental impacts of pollutants and greenhouse gases, and establishes limits and targets for each aspect based on the best international standards and scientific advice.

Local authorities must bring air quality up to WHO minimum standards within five years.

The national government must provide the necessary support to local authorities.

The Environment Agency and the Committee on Climate Change are required to review pollutants and limits on an annual basis and advise the Secretary of State if they need to be tightened.

Establishes a Citizens' Commission for Clean Air (CCCA) to review the Secretary of State's compliance with the law on an annual basis.
